Meeting chaired by Mr. Askarbek Yertayev, Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan, was held to discuss issues related to rotational work arrangements

On 8 May 2026, within the framework of the activities of the Working Group on Energy, Ecology and Oil & Gas Industry of the Foreign Investors’ Council under the President of the Republic of Kazakhstan, a working meeting was held at the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan in a hybrid format (online and offline). The meeting was co-chaired by Mr. Askarbek Yertayev, Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan and Kazakh-side Co-Chair of the FIC Working Group on Labour Issues, and Ms. Cecile Rauline, Managing Director of ExxonMobil Kazakhstan Inc. and Foreign-side Co-Chair of the FIC Working Group on Energy, Ecology and Oil & Gas Industry. The discussion focused on issues related to the regulation of activities under the rotational work method.

From the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan, the meeting was attended by Mr. Askarbek Yertayev, Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan, as well as:

·        Mr. Yerbol Tuyakbayev – First Vice Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan

·        Mr. Yerbolat Abulkhatin – Director of the Department of Labour and Social Partnership, Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan

·        Ms. Venera Murzalina – Head of Division of the Department of Labour and Social Partnership, Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan

The foreign side was represented by:

·        Ms. Cécile Rauline, Managing Director of ExxonMobil Kazakhstan Inc. and Co-Chair of the FIC Working Group on Energy, Environment and the Oil & Gas Industry from foreign side,

·        Ms. Zhanna Baidasheva, Director, Kazakhstan Foreign Investors’ Council Association,

·        Ms. Elmira Pistayeva – Senior Government Relations Advisor, Kazakhstan Foreign Investors’ Council Association,

·        as well as representatives of Tengizchevroil (TCO), Shell, KPO, Chevron, TotalEnergies EP, ExxonMobil Kazakhstan Inc., and NCOC.

Following the meeting, the parties expressed a common understanding that further discussions would focus on strengthening the legal provisions governing the procedure for obtaining employees’ consent to rotational work arrangements, as well as enhancing social protection measures for employees. Final decisions will be made taking into account the Government’s conclusion and the views of all relevant stakeholders.
