Co-Chairs’ Meeting of the FIC Working Group on Energy, Environment and Oil & Gas Industry

On 14 January 2026, as part of the preparations for the Interim Session of the Foreign Investors’ Council (FIC) chaired by the Prime Minister of the Republic of Kazakhstan, a working meeting of the Co-Chairs of the FIC Working Group on Energy, Environment and Oil & Gas Industry was held within the framework of the Foreign Investors’ Council under the President of the Republic of Kazakhstan.

 

From the Kazakh side, the meeting was attended by Yerlan Akkenzhenov, Minister of Energy of the Republic of Kazakhstan and Co-Chair of the FIC Working Group on Energy, Environment and Oil & Gas Industry from the Kazakh side, as well as:

-          Nurken Sharbiev – Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan;

-          Alibek Bekmukhametov – Deputy Chairperson of the Committee for Environmental Regulation and Control of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan;

-          Shattyk Tastemirova – Head of the Climate Change Adaptation Department of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan;

-          Kairat Alisher – Head of the Multilateral Cooperation Department, Department of International Cooperation, Ministry of Energy of the Republic of Kazakhstan.

 

The foreign side was represented by:

-          Cécile Rauline – Managing Director, ExxonMobil Kazakhstan Inc., and Co-Chair of the FIC Working Group on Energy, Environment and Oil & Gas Industry from the foreign side;

-          Ainur Mussabekova – Public Affairs Manager, ExxonMobil Kazakhstan Inc.

 

During the meeting, the results of the Working Group’s activities for the current year were summarized, and key agenda items were discussed, including:

-          allocation of greenhouse gas emission quotas (NAP) for the period 2026–2030;

-          the commitment of the Republic of Kazakhstan to achieving carbon neutrality by 2060;

-          development of regulation of methane emissions in the oil and gas sector;

-          improvement of regulation related to technologically unavoidable gas flaring.

 

The parties emphasized the importance of continuing a constructive dialogue between government authorities and foreign business and expressed their readiness for further joint work, as well as their commitment to the principles of environmentally responsible operations carried out in accordance with the current legislation of the Republic of Kazakhstan.
